Turkish passport
Today, I will respond to different two questions. First question is from Barbara. She asks;
“Dear Sadettin;
Could you please tell me if it is possible to apply for a Turkish passport after living and working in Turkey for four years? I am an Australian who has just left Turkey after living there for 5 years and would like to return without having to apply for another resident permit. Kind regards, Barbara.”
Dear Barbara, according to Law Number 5682, five different passports are given by Turkish Republic. These passports;
1. Diplomatic passport: This passport is given only to Turkish diplomats.
2. Special-stamped passport: This passport is given to the Member of Parliament, former minister, at al.
3. Off to general passport: This passport is given to all Turkish citizens.
4. Service-stamped passport: This passport is given to Turkish civil servants.
5. Off to foreigners passport: A passport which is submitted by the award of the Ministry of Interior, sealed with "for foreign persons" and comprising of no meaning as regards of acquisition of Turkish citizenship nor acquisition of any right in the favour of the bearer to the persons who are stateless or upon the obligations considered by the Ministry of Interior to the persons who are subject to the procedure applied to the stateless persons as regards to their residence and travel since their nationality conditions are not regular.
As shown above, to get a Turkish passport, you must be a Turkish citizen or a public servant or stateless foreigner. Otherwise, you can not apply to Turkish passport as ‘resident permit holder’.
UHI registration
The second question is from Anne. She asks about Universal Health Insurance;
“Dear sir,
I would be grateful if you could clarify some of these issues about Universal Health Insurance, or UHI,
- Can we use private hospitals such as the Can in Alanya?
- If so would it be at a reduced rate due to having insurance?
- Are we entitled to prescribed medication, or do we still have to pay for this?
- What happens if we do not get this insurance?
- Where is the office to apply for this insurance situated in Alanya?

Dear Anne, you can use private hospitals as an UHI insured. As a UHI right holder, you can apply state hospitals, private hospitals and university hospitals. Even if you pay the lowest premium, you can apply private hospitals. The UHI is covered almost all health problems (exclude plastic surgery) as operation, treatment, pregnancy. If you do not get this insurance, Social Security Association, or SSA, is registered ‘ex officio’. For UHI registration, you can apply to Alanya Social Security Center Directorate (Address: Saray Mahallesi Orkide Sokak No;2 / Alanya, Phone Nu: +90 242 519 50 66).
