Dear Sadettin,
Could you please tell me if it is possible to apply for a Turkish passport after living and working in Turkey for four years? I am an Australian who has just left Turkey after living there for five years and would like to return without having to apply for another resident permit. Kind regards, Barbara.
Dear Barbara, according to Law No. 5682, five different passports are granted by the Turkish Republic. They are:
1. Diplomatic passport: Given only to Turkish diplomats.
2. Special-stamped passport: Given to members of Parliament, former minister, etc.
3. General passport: Given to all Turkish citizens.
4. Service-stamped passport: Given to Turkish civil servants.
5. Foreigners passport: Given by the Interior Ministry and sealed with "for foreign person," this passport does not equate to Turkish citizenship nor acquisition of any right in the favor of the bearer to the persons who are stateless or upon the obligations considered by ministry to the persons who are subject to procedures for stateless persons regarding their residence and travel due to the irregular conditions of their nationality.
As shown above, to get a Turkish passport, you must be a Turkish citizen or a public servant or a stateless foreigner. Otherwise, you cannot apply for a Turkish passport as a residence permit holder.

The second question is from Anne. She asks about Universal Health Insurance.
Dear sir,
I would be grateful if you could clarify some of these issues about Universal Health Insurance.
- Can we use private hospitals such as the Can in Alanya?
- If so, would it be at a reduced rate due to having insurance?
- Are we entitled to prescribed medication, or do we still have to pay for this?
- What happens if we do not get this insurance?
- Where is the office to apply for this insurance in Alanya?

Dear Anne,
You can use private hospitals with UHI. As a UHI holder, you can visit state hospitals, private hospitals and university hospitals. Even if you pay the lowest premium, you can visit private hospitals. UHI covers most health problems (excluding plastic surgery) including operations, treatments and pregnancy. If you do not get this insurance, then your Social Security Association, or SSA, will be registered as “ex officio.” For UHI registration, you can apply to the Alanya Social Security Center Directorate (Address: Saray Mahallesi Orkide Sok. No.2, Alanya. Phone: 0242 519 50 66).
