Retirement from Turkish SSI
Ssome changes have been planned about Universal Health Insurance provisions recently. If these changes occur, compulsory insurance requirement may be removed or postponed for foreigners.
Today I want to respond to two different questions about Turkish social security system. First question is from Andy. She asks:
“Dear Orhan,
My husband works at a Turkish company. I also live in Turkey with him, but I am not working. As I heard, Turkey has the optional insurance application. Can I apply for this insurance? If I can, how much premium will I pay monthly? When do I retire in the Turkish social security system? Do I need to be a Turkish citizen for retirement? Which conditions are required for retirement? Best regards. Andy”
Dear Andy, in terms of social security, the general rule for foreigners is that they are covered by the Turkish pension system. However, there are some exceptions for foreigners in Law 5510. In this law, clause (e) of the first subclause of the sixth article, entitled “Not Regarded as Insured,” is as follows:
“While implementing this law’s provisions about short and long-term insurance branches; the people who are sent to Turkey with a mission by and on behalf of an institution established abroad and can certify insurance in their own country; and self-employed people working on its behalf who reside abroad and are subject to social security legislation of their own country are not regarded as insured according to the fourth and fifth articles of this law.”
According to these provisions, if you not insured in your own country, you can apply for optional supplemental insurance in Turkey. To apply, you do not need Turkish citizenship. For the second half of 2010, the monthly premium amount is 243 Turkish Liras. If you complete 4,500 premium days and are 61 years old, you can get pension payments.
The second question is from Didim. Chris asks:
“Dear Orhan,
I would be grateful if you could advise on the following regarding Universal Health Insurance, or UHI as the deadline is very close.
1. I live in Didim. Do I register in Aydın as the provincial city?
2. What is the name of the organization where I register, I forgot from previous articles on this in the newspaper?
3.One of the documents stated is Turkish ID number. Is this tax number? I am a resident but I am confused about what the ID number is.
4. What are the consequences of not registering?
I am hoping to do this tomorrow so grateful for your response. Regards. Chris.”
Dear Chris, for registration as a UHI holder, you can apply to the Aydın Social Security Directorate (Aydın Sosyal Güvenlik İl Müdürlüğü, Adress: Hükümet Blv No.62 Aydın). You can learn your Turkish ID number from Didim Population Directorate (Nüfus Müdürlüğü) or from http://tckimlik.nvi.gov.tr/web/foreign.aspx. If you do not register for UHI in October, a 760.50 Turkish Liras administrative fine will be levied in November.
