Expats Leaving Turkey: A Legal Checklist Before You Go
Every year, thousands of expatriates work, live, and build careers in Turkey (Türkiye). Yet when it is time to leave the country, many overlook important legal and administrative steps that may affect their financial rights, social security records, and tax obligations.
Whether you are an employee, manager, or consultant, completing a few essential procedures before departure can prevent future complications.
Here is a practical legal checklist for expats leaving Turkey.

1️⃣ Confirm Your Employment Termination
Your employment contract should be formally terminated and registered in the Turkish Social Security system (SGK).
Make sure that:
• Your employer submits the official termination notification to SGK
• The exit code recorded in the system is correct
• Your employment end date matches your actual last working day
You can verify this through your e-Devlet SGK service record.

2️⃣ Check Your Severance and Notice Compensation
Under Turkish labour law, foreign employees generally enjoy the same rights as Turkish employees.
You may be entitled to:
• Severance pay (if you worked at least one year under the same employer)
• Notice compensation if termination notice periods were not respected
These payments should appear in your final payroll statement.

3️⃣ Claim Unused Annual Leave
Unused annual leave days are converted into cash compensation when employment ends.
Ensure that:
• All unused leave days are calculated
• Payment is included in your final salary settlement

4️⃣ Verify Social Security Contributions
Before leaving Turkey, it is important to confirm that your employer has paid all required social security premiums.
Check your SGK record for:
• Total contribution days
• Declared salary base
• Missing or unpaid contribution periods
This step is especially important if your home country has a social security agreement with Turkey.

5️⃣ Review International Social Security Rights
Turkey has bilateral social security agreements with several countries, including Germany, France, the Netherlands, Austria, and South Korea.
If your country has such an agreement, your contribution periods in Turkey may be counted toward your pension eligibility in your home country.
You may request official documentation from SGK confirming your contribution history.

6️⃣ Finalise Tax Obligations
If you worked or generated income in Turkey, ensure that your tax obligations are properly closed.
This may involve:
• Confirming that all income taxes were declared
• Closing any tax registrations if you worked independently
• Obtaining tax clearance when necessary

7️⃣ Collect Important Employment Documents
Before leaving the country, it is highly recommended to obtain copies of key documents:
• Employment certificate
• Reference letter
• Salary slips
• Employment contract
• SGK service record
These documents may be needed for future employment, immigration, or pension claims.

Leaving a country is not only a personal transition but also a legal one. A simple checklist can help ensure that your rights, contributions, and records remain protected long after your departure from Turkey. If you are planning to relocate or end your employment in Turkey, taking a few extra steps today can save significant time and complications in the future.
